September 21 - Pioneer work day, Gold Country Trails Council will help the Forest Service to try and complete the trail at Discovery Park off highway 20 known as "Bear Valley". This trail is the culmination of a 25-year venture to link the Pioneer Trail in the Nevada City Highway 20 corridor to the Pacific Crest Trail at Bowman Lake. A historic multi-use trail (formerly the No Name Trail, now dubbed Sunrise Trail) at Briones Regional Park is about to be lost due to approved development by City of Lafayette. This trail has been used for more than 70 years. Concerned individuals have joined forces with East Bay Regional Park District and other organizations to pursue legal action to save the trail. Dear Ms. Baxter,

Thank you for the opportunity to comment on this plan. In a recent meeting between equestrians and Mr. Karl Knapp on the Road and Trail Plan portion of the Draft Plan, positive information was exchanged on equestrian needs for horses accessing the Coldstream Canyon. It became apparent, however, that the Draft Plan and EIR were not sufficiently specific in a number of areas of interest to horsemen. The following is a request to assure that the Final version of the Plan and EIR be amended to reflect specific needs of the equestrian community.

· While page 92 discusses the intent to "design group camps" no provision has been made specifically for inclusion of a Horse Camp. With Mr. Knapp's assistance we have identified the Lower Teichert Pond Area as the best possible location for such a camp. The camp should be on relatively flat land, in the forest, have both potable water and livestock water, and adequate unpaved pads for long rig parking (up to 56 feet) with easy ingress and egress. The Skillman Group Camp 15 miles down Highway 20 has been suggested as a desirable template.

Please look to the horsemen to cost share or donate trail signs, troughs, picnic tables, hitch racks and corrals for such a horse camp.

We strongly support the intention of the plan expressed on page 90 to "provide more loop trails, staging areas, and backcountry trail experiences". However, it is unclear whether provision will be made specifically for adequate day parking for equestrian rigs. Many of these rigs are long, requiring large turning radii. We prefer unpaved surfaces. If the Teichert gravel storage area becomes available (about a quarter mile inside the gate near the 76 Station) or other similar location, this would be an ideal spot to stage rigs from. Such parking facilities could double as emergency staging areas, when needed.

· No provision has been made for potential Volunteer Trail Patrol. Many of us serve in this capacity in other land management jurisdictions and would be happy to be certified, or otherwise available for you.

We endorse the intent of the plan to provide LINKAGE to planned and existing trails such as the Pacific Coast Trail, Truckee Town Trails, Donner Rim Trail, Place General Plan trails, etc. We are gratified to have worked with Mr. Knapp to identify our needs for a number of loop trails in the area of differing lengths and an adequate rig day- parking area. Please refer to the needs expressed to Mr. Knapp in our meeting of September 2 that include equestrian access to:

· Emigrant Canyon/ Coldstream Pass in the saddle between Mts. Judah and Donner · Lakeview Canyon · Ridge route on the Schallenberger to complete the Donner Lake Rim Trail · Smaller loop routes in the valley floor

Horsemen have been instrumental in providing significant donations to the Truckee Donner Land Trust that have helped make the Schallenberger Ridge available to the State. We would feel more comfortable if the final Plan document more specifically recognized equestrian needs, and thus ask you for inclusion/clarification of the issues listed above.

We appreciate your consideration of this request and look forward to working with you to make the Coldstream Canyon into a wonderful recreation area for low impact users, including equestrians. Let us know how we can help you further during this process.

Wild Horse Sanctuary in danger: An article in the August 30 Contra Costa Times related the story of the Wild Horse Sanctuary. The land the refuge is on is being sold; they have until Dec. 31 to raise funds to either buy a small part or the entire tract.

The oldest sanctuary of its kind in the United States, the Wild Horse Sanctuary of Shasta County is appealing for help to save a 3,860-acre property that provides refuge for hundreds of unadoptable wild horses and burros. The land, leased for years from a wealthy supporter of the nonprofit group, is being sold by his estate following his death in 1998. The sanctuary has until Dec. 31 to come up with either $126,000 to buy a small part of the property or $1.4 million to buy the entire tract. More than 200 wild horses and burros roam free on the 5,000-acre site, mostly in family bands of mares, foals and a stallion.

The sanctuary provides a place for troubled teens, disadvantaged youths and other schoolchildren to learn firsthand about wild horses and their natural environment. The sanctuary has also been a veterinary medicine research site for more than 20 years. FREE HORSE TRAINING DEMONSTRATIONS IN ROSEVILLE

Wild Horses and Burros Available for Public Adoption. Northern California horse fanciers can get free tips on horse gentling and training techniques, when the U. S. Bureau of Land Management hosts a wild horse and burro adoption event Saturday and Sunday, Sept. 14 and 15, at the Placer County Fairgrounds in Roseville.

Trainer Lesley Neuman will work with wild mustangs from the BLM adoption pens during the two-day event, demonstrating the basic steps in resistance-free training methods, designed to build bonds of trust between horse and human.

During the adoption event, which runs from 8 a.m. to 5 p.m. each day, 80 wild horses and 20 wild burros will be available for public adoption for a fee of $125 each. The BLM recently gathered the animals from California and Nevada rangelands to keep wild populations in balance with other range users. Anyone interested can get a preview look at the animals when they arrive at about 2 p.m. Friday, Sept. 13. Silent bidding will be from 9 to 10 a.m. Saturday. Animals not taken during bidding will be available for BLM's standard adoption fee.

To qualify, adopters must be 18 years old (parents can adopt for children) and have the ability and financial means to care for a wild horse or burro. Title to adopted animals remains with the U. S. government for one year. After providing a year of good care, adopters receive title.

Adopters must provide a corral with a minimum of 400 square feet of living space, required until the animal is gentled. Corrals must be surrounded by a six-foot fence built of pipe or boards. Horses under two years old can be kept in a corral with five-foot fences; burro corrals can be surrounded by four-and-a-half-foot fences. Adopters must provide a two-sided shelter, with a roof, to provide cover for extreme weather conditions.

Horses must be transported from the adoption event in a covered stock truck or trailer equipped with swinging gates. Two-horse trailers are allowed only for horses under a year old and for burros. The center divider must be removed and the gates must extend fully to the roof. BLM wranglers will halter and load adopted animals with halters and lead ropes provided by adopters.

Wild horses and burros are protected by federal law recognizing them as "living symbols of the historic and pioneer spirit of the west." The BLM reduces wild populations when necessary to keep wild herds in balance with wildlife and livestock that use the range. This ensures that the plants and water on which the animals depend will not be over-used.

This year, even more horses than normal are being removed, because rangelands in many areas of the west have been damaged by drought or wildfire. The BLM must find adoptive homes for 4,000 animals displaced by damaged ranges, in addition to the animals removed for population management reasons.
