March 12 - LARPD (Livermore Area Rec and Park District) meeting. Thanks to the equestrians who attended the last meeting, there is $100,000 available (until June 30) to get the ball rolling. But it needs to be ON the Master Plan in order to happen. Livermore could use a show facility with some of the amenities, like a covered arena. Go Back to the Old West! Join America On Horseback, a small group of equestrians from Concord, Walnut Creek area, dedicated to preserving the past in dress and accoutrements. The era is the period from 1870-1900. Old West, Vaquero, Cavalry, Town folks, Scouts, Indian, Victorian, or Side Saddle, it's your choice. All dress and tack will be period correct, but if you're interested, we'll be happy to help you get started. We will be doing parades, demonstrations etc. Mainly we want to have fun. ************************************************************************** Follow Up on Previous Equestrian Issues:

EBRPD BOARD ACTION: For those who could not attend the East Bay Regional Park Operations Meeting, the Park District is NOT planning to close single track trails to equestrians in Redwood or Anthony Chabot Parks even though the Bike council has requested a number of trails be opened to cyclists on a TRIAL basis. They are, however, still debating the closing of Piedmont Stables.

The checklist (formerly the Matrix) was adopted as a tool for staff and others for evaluating trails that were proposed for opening to multi-use. This process allows for public input at East Bay Area Trails Council (EBATC), Operations Committee meetings and Park Board meetings. The District does not want to open single track trails to multi-use unless it can be demonstrated that there are no safety or environmental issues on THAT trail and it goes through a public process.

The first trail that may be opened through this process is the Brandon Trail in Lake Chabot Park. This trail connects the end of Ten Hills Trail with the Proctor Staging Area. It parallels Redwood Road and would be a safer route than a bike lane on Redwood Road. The Checklist was used in evaluating this trail while we were developing the checklist. It was also reviewed by EBATC. With some brush cutting, this trail looked like a good candidate. This is NOT the PROCTOR Trail which is narrow and has a steep drop off to the pond in the driving range of the golf course. KEEPING EVENTING IN OLYMPICS The IOC (Olympic Committee) agreed to keep eventing in the Olympic Games at Athens in 2004 ONLY if the format was changed from a CCI (Three-Day Event) to a CIC (Horse Trials [U.S.] or One-Day Event [overseas]. Some organizers are only offering one day events and it's possible that three day events will soon be an item for the history books. You can help save three-day eventing. Go to the website at: http://www.eventingusa.com and vote. Everyone interested in saving three-day eventing is being asked to give your opinion on whether you think the sport should remain three-day event or not. Even if you're not an eventer, those who are could use some help if you'd care to take a minute and vote for keeping Three-Day Events in the Olympics.

PINOLE WATERSHED The Bay Area Ridge Trail Council has proposed to EBMUD the opening of a 7.8 mile trail segment from Pereira Ranch Road and Alhambra Valley Road to Sobrante Ridge Regional Park. This is a critical link in the Bay Area Ridge Trail, representing approximately half of the remaining trail mileage needed to complete the Ridge Trail in Contra Costa County. SIERRA VALLEY There's good news for a change, a recent article in the Contra Costa Times related that an easement was bought to protect the largest ranch in the Sierra Valley, north of Truckee. The largest ranch in the largest alpine valley in the Sierra Nevada will be permanently protected from development under a conservation easement purchased by three nonprofit organizations. AMERICAN HORSE SLAUGHTER PREVENTION ACT--H.R. 857 Congressmen John Sweeney (R-NY) and John Spratt (D-SC) introduced "The American Horse Slaughter Prevention Act" (H.R. 857 that would prohibit the slaughter of horses for human consumption and ban the trade and transport of horseflesh and live horses intended for human consumption. Under the legislation, any individual found in violation could be charged with a criminal and/or civil penalty for each horse involved. If convicted, he/she could be fined no less than $2500 and no more than $5,000 and/or imprisoned for up to 1 year. Horses intended for slaughter will be confiscated and placed in the care of animal rescue facilities. The accused person could post bond for each of the horses in custody. If that person is convicted or unable to post bond those horses will be permanently placed by the animal rescue facility. If the horses are unable to be placed with a permanent home, they will be euthanized by the animal rescue facility. A similar bill is expected to be introduced in the Senate shortly by Senators Dianne Feinstein (D-CA) and John Kerry (D-MA). PRESERVATION OF ALUM ROCK STABLES: San Jose Parks and Recreation Planning supports the Alum Rock Stables' acquisition and management proposal presented by Bay Area Barns and Trails (BABTT). Park and Recreation Commissioners agreed to forward a letter of support to the City Council. Speakers from the Alum Rock Stables (ARS) 'Steering Committee' emphasized their emotional attachment to the stables and the importance of equestrian activities to the community and to young riders.'
